It cut down on costs. It also helped the war to be fed more properly.

It exchanged goods at home to keep the soldiers healthy, even though they lived in terrible conditions, the people were influenced into conservation and to purchase bonds and such to help the country while in war. Without the people the war could have devastated many countries.
